Speaker Biodata:
Kaveri is working as a research associate at the Faculty Development Department (Munjal Institute for Global Manufacturing), ISB Mohali. She has a keen interest in using data to strengthen civic capacity and governance. In particular, she has been focusing on problems of national significance such as enhancing the female labor force participation ratio and evaluating digital maturity in MSMEs in India. During her Ph.D. at IIT Delhi, she has developed the frameworks for optimizing the roles and responsibilities of several stakeholders involved in solid waste management and provided policy recommendations based on the same.

TITLE: Waste management communication policy for effective citizen awareness

Paper Abstract:
Municipal Solid Waste Management (MSWM) has clear implications on livability of cities and public health. Unfortunately, MSWM is often considered the responsibility of the Government alone. On the other hand, there is near unanimity world over among all key stakeholders on the need for citizens to involve themselves well in this process since they are the primary generators of municipal solid waste. However, lack of awareness among citizens and communication between Government and citizens is a major impediment in realizing this. Therefore, there is a need for some policy initiatives that would bridge this communication gap. Accordingly, this paper develops a framework for formulating a Waste Management Communication Policy (WMCP) that identifies the key concerns of the citizens and the appropriate channels to create awareness among them. In this paper, econometrics based Multinomial Logistic Regression (MLR) models are developed to identify appropriate communication channels based on socio-economic categories of the citizens. The models and their analyses provide actionable insights for planning a targeted outreach campaign for MSWM awareness.

Public Systems (also known as social welfare systems) are established to provide basic levels of wellbeing to the citizens. These systems include programs such as food and cash assistance, employment schemes and systems for law & order, public health, and transport. There is immense scope of conducting practice driven & inspired research on such systems in the framework of Operations Research & Analytics. A combination of government stakeholders and OR researchers/professionals can work wonders for the performance of public systems and lead to a tremendous impact on citizens’ lives. Examples of such research abound globally, with several leading to a tremendous impact on citizens’ lives and system performance. The Government Operational Research Service, which employs 600+ trained Operations Research (OR) professionals in practically every department of the UK government is another shining example of the possible collaboration and impact.

The PSPO Symposium is chaired by Prof. S. G. Deshmukh and Prof. Nomesh Bolia at IIT Delhi and was launched online on December 6, 2021. The objective of the symposium is to train, empower young researchers as well as connect all relevant stakeholders (from government and academia) to create a vibrant community that constantly strives for better public systems. The symposium consists of monthly webinar presentations and discussion on research articles/papers by various researchers broadly working on Public Systems, as well as 3-4 (in a year) plenary sessions delivered by practitioners (primarily those in the government) and nationally / internationally renowned researchers. We are confident that this symposium would enable knowledge sharing between key stakeholders working on Public Systems across the country as well as globally.
