Immigration Matters

A. Visa Application

As an international student admitted to ITB and planning or required to enter Indonesia, you will need a visa. You can obtain the appropriate visa at the nearest Embassy or Consulate General of Indonesia in your country. As an international student, you will apply for either VITAS (Limited Stay Visa) or VKSB (Social Cultural Visit Visa).

NOTES

  1. We are NOT recommending that you apply for Visa on Arrival (VOA), which is only intended for those who are visiting Indonesia as tourists, NOT for those intending to live for an extended period of time (VOA is not extendable).
  2. Students from certain countries such as Pakistan, Nigeria and others, need to apply for a calling visa (please refer to the VITAS Section) prior to getting the B-211 Visa (VKSB).

1. VITAS (Limited Stay Visa for Education-Student – Index C 316 )

VITAS Application Flow Chart

You should apply for VITAS (index 316) if you intend to study at ITB for one semester or longer. The process of applying the VITAS takes 3 months before your arrival in Indonesia. The reason is that you have to apply for a Study Permit (Izin Belajar) to Direktur Kelembagaan, the Directorate General of Higher Education, the Ministry of Education and Culture, Research, and Technology (in Jakarta), which will take around two weeks, then apply for telex visa to Directorate General of Immigration for around 1.5 months.

Three are three kinds of VITAS, each valid for: 6 months, 12 months, and 24 months.

Documents you should prepare for the Study Permit (SP) and the VITAS are:

  1. Letter of recommendation from the Vice Rector of Academic and Student Affairs of ITB;
  2. Letter of Acceptance from the Directorate of Education ITB;
  3. Certificate of Graduation/Academic Transcript;
  4. Curriculum Vitae or Resume (consisting information of your name, complete address in your country (including street, city, district and zip code), complete address in Indonesia (place of residence), mobile phone number, and email address);
  5. Letter of declaration, stating that you: a) will obey Indonesian rules, regulations and laws; b) will not involve yourself in any paid work activities, including doing business
  6. Letter of sponsorship or financial guarantee (if you are self funding);
  7. Colored copy of bank account information (showing a minimum of USD 1500);
  8. Health certificate (signed by a medical doctor), taken maximum 2 months before applying;
  9. Colored copy of valid Passport (front cover and identity page): a) 18-month passport validity remaining to apply for a 6-month SP and ITAS – Izin Tinggal Terbatas (Limited Stay Permit); b) 24-month passport validity remaining to apply for a 12-month SP and ITAS; c) 36-month passport validity remaining to apply for a 24-month SP and ITAS. Note: if your passport is nearing expiration, we recommend that you have it renewed to the maximum time allowable before you begin the application procedures or check with your embassy).
  10. A red background official photo, size 4X6.

Before your arrival, the International Relations Office (IRO ITB) will process your permit application first to the Directorate General of Immigration Office in Jakarta. Once approved, the Immigration Office will send a telex of a letter of approval to the Embassy or Consulate General of Indonesia in related countries, in which you can get the aforementioned VITAS.

2. VKSB (Visa Kunjungan Sosial Budaya – Social Cultural Visit Visa – Index B 211)

You should apply for VKSB if you intend to come to ITB (e.g. participate in activities organized by ITB) for less than 60 days. VKSB is the type of visa for those coming to Indonesia for short-term stays, not as tourists and not for business. This single entry visit visa refers to Index B-211 and is valid for 30 – 60 days. This type of visa can be extended up to four times, each valid for 30 days. It takes about a maximum of one week to obtain VKSB.

Requirements to obtain the Index B-211 Visa are as follows:

Study Permit

  1. Letter of Acceptance from the ITB;
  2. Academic Transcript;
  3. Curriculum Vitae or Resume;
  4. Letter of Declaration;
  5. Letter of Sponsorship or of Financial Guarantee (if you are self funding);
  6. Health Certificate (signed by a medical doctor);
  7. Colored copy of valid Passport (front cover and identity page), with 18-month passport validity remaining;
  8. A red background official photo;

Telex VKSB

  1. Letter from the Bureau of Partnerships of ITB
  2. Copy of KTP (Indonesian ID Card) of the sponsor ITB
  3. Colored scan of the identity page of valid Passport (18-month passport validity remaining);
  4. Colored copy of valid Passport (front cover and identity page);
  5. Colored copy of bank account information (showing a minimum of USD 1500);
  6. Copy of Return Ticket

B. Post-Arrival Matters

STM Application Flow Chart

Upon your arrival in Indonesia, there are several important things you need to process: 1) Police Report, 2) Immigration Report, and 3) Residency Certificate.

1. Police Report (STM – Surat Tanda Melapor)

Within the first 24-hours of your arrival in Indonesia, you must get the STM Indonesian Police Report Letter (STM), which is a resort report acknowledging your residence from the POA (Pengawasan Orang AsingForeigners’ Surveillance) from the resort police office nearest your residence. There is no fee, but a small tip may help expedite the process.

Here are the requirements:

  1. Copy of your passport (pages of your ID);
  2. Copy of your visa;
  3. Copy of your arrival stamp;
  4. Copy of the KTP (Indonesian ID Card) of the host;
  5. Information about host address;
  6. Letter of Domicile from the Local District Office (Kantor Kelurahan)

Failure to do this within 3 days will probably constitute a violation of a legal hassle that can only be overcome through the payment of IDR 2 million fine

Notes:

  1. For those who live in the Coblong region (Coblong sub-district), if you have difficulties in getting STM, please contact us via email: iro@itb.ac.id.
  2. Those that are not staying within Coblong region, you will to ask your host to process STM by submitting the document to the police office in the area where you are staying. Host will be responsible in obtaining the letter by submitting the document.

2. Immigration Report

a) ITAS (Izin Tinggal Terbatas / Limited Stay Permit) and MERP (Multiple Exit Re-entry Permit)

VITAS to ITAS Conversion Flow Chart

Within 30 days of your arrival and after getting the STM, you must have your VITAS converted into ITAS at the immigration office in the city where you are going to study and stay. The following are the documents to prepare:

  1. Letter of recommendation from Bureau of Partnerships ITB;
  2. Study Permit;
  3. Letter of sponsorship (provided by Bureau of Partnerships ITB);
  4. Copy of KTP (Indonesian ID Card) and Kartu Keluarga of the sponsor;
  5. Copy of your passport (pages of your ID, VITAS, and arrival date stamp);
  6. Letter of Domicile from the Local District Office (Kantor Kelurahan);
  7. Application form (number 24, provided by the immigration office).

Once you arrive in Indonesia, you will have to do the online registration for the conversion of your VITAS into ITAS (Izin Tinggal Terbatas – “Limited Stay Permit”) at the following website: http://izintinggal.imigrasi.go.id/IT-online and CLICK “pelaporan ITAS”. Complete the form and when you finish, have your online form printed.

On the day you propose the ITAS and MERP on the 2nd floor of the Kantor Imigrasi Bandung – Jl. Surapati No. 82, or the Immigration Office at the city where you study, take the online printed form and other documents (No 1-7) and hand them in. The process of ITAS and MERP takes 7—10 working days.

You will be told to return after 2—4 working days to get “photoed”, your finger printed, and pay. Then in 4 days or more after, you will get the ITAS and MERP. ITAS is extendable. Again, before you apply for the extension, you will have to get the Study Permit.

b) Change of Address

Students who move to a new residence must report their new address to the nearest police station and immigration office – preceded by a report to the RT and RW (neighborhood-related offices) and Kantor Kelurahan (Local District Office). The following are the documents to prepare:

  1. Letter of recommendation from Bureau of Partnerships ITB;
  2. Copy of KTP (Indonesian ID Card) of the sponsor;
  3. Letter from Local District Office (Kantor Kelurahan). To obtain this letter, you need a letter from the RT and RW (neighborhood-related offices);
  4. Application form number 27 (provided by immigration office);
  5. Copy of your passport and ITAS;
  6. Your passport and ITAS.

Failure to do this can only be overcome through the payment of IDR 25 million fine.

c) New Passport Registration

New passport should be registered at the immigration office (Kantor Imigrasi Bandung or other city where you study). The following are the documents to prepare:

  1. Letter of recommendation from Bureau of Partnerships ITB;
  2. Application form (provided by immigration office);
  3. Copy of KTP (Indonesian ID Card) of the sponsor;
  4. Copy of your expired passport, new passport and ITAS;

Your expired passport, new passport and ITAS.

3. Residency Certificate (SKTT – Surat Keterangan Tempat Tinggal)

After you get the ITAS and MERP, you will have to arrange Residency Certificate (SKTT) at the Disdukcapil – Kantor Dinas Kependudukan dan Pencatatan Sipil (Population and Civil Registration Agency), which is located at Jalan Ambon No. 1B Bandung, Telp/Fax. (022) 4218695. The following are the documents to prepare:

  1. Letter of recommendation from Bureau of Partnerships ITB;
  2. Letter of sponsorship from ITB ;
  3. Copy of KTP (Indonesian ID Card) of the sponsor;
  4. Copy of your passport (pages of ID and stay permit);
  5. Copy of ITAS;
  6. Copy of STM (Surat Tanda Melapor) from the police resort;
  7. Letter of Domicile from Local District Office (Kantor Kelurahan);
  8. Two (2) pieces of 3×4 size colour photo.

Note: Anytime you move out to a different place, you must report the new address to the police resort (for STM), the immigration office and Disdukcapil.


C. Extension and Exit

1. Extension

a) Study Permit and Stay Mermit

Your Study Permit (SP) and Stay Permit (ITAS) must be extended 2 months before the expired date of your Stay Permit. It is the student’s responsibility to process the extension of the Stay Permit. In order to process the extension of the Stay Permit, the Bureau of Partnerships needs to process the extension of the Study Permit. These are the required documents to process the extension of the Study Permit:

Documents prepared by the Bureau of Partnerships

  1. Letter of recommendation from the Vice Rector of Academic Affairs of ITB (prepared by Bureau of Partnerships);
  2. Letter of recommendation from Bureau of Partnerships ITB;
  3. Letter of sponsorship (provided by Bureau of Partnerships ITB);
  4. Copy of KTP (Indonesian ID Card) and Kartu Keluarga of the sponsor;

Documents prepared by the student (to be submitted to IRO ITB)

  1. Academic Transcript;
  2. Curriculum Vitae or Resume (consisting information of your name, complete address in your country (including street, city, district and zip code), complete address in Bandung, mobile phone number, and email address);
  3. Letter of declaration stating that you: a) will obey Indonesian rules, regulations and laws; b) will not involve yourself in any paid work activities, including doing business;
  4. Letter of sponsorship or financial guarantee: a) If you are self-funded, please write the letter with your signature or your representative; b) If you are sponsored by government / company/ university / etc., please present the letter or proof of funding; c) If you are KNB sponsored, you do not need to prepare the sponsorship letter (the Bureau of Partnerships has a copy of it).
  5. Health Certificate (signed by a medical doctor), taken maximum 2 months before applying;
  6. Colored copy of valid Passport (front cover and identity page): a) 18-month passport validity remaining to apply for a 6-month SP and ITAS – Izin Tinggal Terbatas (Limited Stay Permit); b) 24-month passport validity remaining to apply for a 12-month SP and ITAS; c) 36-month passport validity remaining to apply for a 24-month SP and ITAS.

Notes:

    •  If the validity of your passport does not meet the above requirements, you are required to have it renewed. You should check with your Embassy regarding the time it takes to process your passport renewal. For example, if it takes 1 month to process the renewal, you need to allow 1 month for the renewal process and about 1 week for the registration of your passport in the immigration office before applying for the extension of the SP and ITAS.
    • For KNB students, a separate set of procedures will be informed regarding the extension of your passport for the purpose of extending your SP and ITAS (it generally requires up to 4 months to process the extension of your passport for the purpose of extending your SP and ITAS).
  1. A red background photo (please wear at least a semi-formal outfit), size 4X6;
  2. Copy of STM (Police Report) from the police resort;
  3. Copy of valid ITAS;
  4. Copy of valid SKTT (Residency Certificate) from Disdukcapil (Population and Civil Registration Agency).

Documents to be submitted to the immigration office by the student:

  1. Letter of recommendation from Bureau of Partnerships ITB;
  2. Letter of sponsorship (provided by Bureau of Partnerships ITB);
  3. Copy of KTP (Indonesian ID Card) and Kartu Keluarga (Family Card) of the sponsor;
  4. Study Permit, issued by Directorate General of Higher Education (DIKTI) – prepared by the Bureau of Partnerships;
  5. Application form number 24 (provided by immigration office);
  6. Copy of valid SKTT (Residency Certificate) from Disdukcapil (Population and Civil Registration Agency);
  7. Copy of valid passport (pages of ID, visa, arrival stamp, stay permit stamp);
  8. Passport;

b) STM Extension

After the ITAS extension, you should also extend your STM to the nearest Police Office. Documents you need to prepare for STM:

  1. Copy of your ITAS;
  2. Copy of your passport (pages of ID, visa, arrival stamp and stay permit stamp);
  3. Copy of KTP (Indonesian ID Card) of the sponsor (picked up at the Bureau of Partnerships).

c) SKTT Extension

Please refer to the Post Arrival section, Section III, for documents to prepare.

2. Exit Permit Only (EPO)

If you have completed your study/program at ITB and will return to your country, you should apply for Exit Permit Only (EPO) at the Immigration Office, Bandung, 10 days before the return flight. The following are documents to prepare:

  1. Letter from the Faculty/School addressed to Bureau of Partnerships, explaining your academic status (that you have graduated);
  2. Letter of recommendation from Bureau of Partnerships ITB;
  3. Application form No. 27 (provided by immigration office);
  4. Copy of KTP (Indonesian ID Card) of the sponsor;
  5. Copy of valid passport;
  6. Copy of valid ITAS.
